Is it right to attack non-contributors?

This is something which is going around the alliance messageing in game and me and Gloin were discussing when it's right to attack and when it's not! So what do you think? Is it right to attack people who aren't contributing to an island?

YES - it's right if they've got LOADS of workers (say more than 50% of potential workers - helping hands excluded) working on the islands and haven't contributed anything.

NO - it's not right if they've just set up a colony and obviously need about a week to set up their islands.

If people abuse the right, they're not following the LoH code!!

I believe that piperbunny has summarized our position on this matter very well. I would be interested to hear what other member's opinion is on this matter as well.
